I have been using a developer hotline service, www.actionrails.com, for about a month now and find it very helpful for my situation.
My need: I'm staying busy as a full-time web-developer, but I'm not (yet) a "Rails ninja". My strength has been in delivering what my customers want on time and on budget in a way that delight's them.
Need met: a developer hotline leverages my business by outsourcing the 2% of bugs that may take me 10 hours to fix to an expert who can crack that software problem in 30 minutes (or 30 seconds!).
Now I can focus on what I get paid to do: deliver software projects on time, on budget, and delighting my customers. I can get more done, add more features, handle more projects, do more last-minute tweaks by recovering my "I'm stuck for too long" moments.
Thank you, ActionRails.
